Sometimes this is not possible.Ģ0/30 years ago many consoles used a modulator to connect to a TV, this is actually the opposite of what is being asked here (a modulator converts compsite to RF).

Or, you could modify the computer / console to have composite (would be NTSC) out, and just connect to a modern TV that can do NTSC. They are cheap in NTSC countries but they are also too bulky and pricey to ship over. And those VCRs that says NTSC play back that was sold in Europe don't tend to have NTSC tuners (PAL only). You could get a VCR from Japan / north America (or a DVD recorder might be nicer) with TV tuners (or a standalone TV tuner if you can find one), as that would have a composite out, and VCRs are cheap, but the problem is it is not easy to find a NTSC VCR in Europe. Many of those devices that are designed to connect consoles to monitors are composite to VGA only (no RF).

Those devices that let you watch TV on your PC tend to have world wide tuners, so most of them can show NTSC RF signals in colour. If you connect directly through RF to your TV, and if the frequency was able to be picked up by the TV the best you are going to get is a black and white fuzzy screen as the TV only has a PAL tuner which can only show PAL in colour (even the modern TVs that can display NTSC composite signals don't have NTSC tuners.
